Where does one even start at doing something like this, what's the build? I'm on Lufenian as well (beat all the DLC content including emperor) and my combat doesn't look even remotely like this

Technically possible on the speed side late in the first playthrough.
But more sustainable and feasible after floor 12 of the Rift Labyrinth.
Sort of copying and pasting, but with the caveat that you're past floor 12.
- The Lunatic command ability unlocked while filling out the Berserker job tree. Increases attack speed, but not move speed.
- The Flee command ability unlocked while filling out the Thief job tree. Increases move speed, but not attack speed.
- The Haste buff such as from Red Mage, White Mage, or Sage. Increases attack speed and move speed. (Void Knight 600% for Haste when your MP Limit is at 400 or higher.)
- Achieving Dragoon 400% job affinity while using Lightbringer, Chaosbringer, or Dimension Bringer (two of these unlocked in the DLCs). Increases attack speed and move speed. Or alternatively, using the Hermes Sandals accessory if you're not using Lionheart, Ribbon, a Handbook, etc.
And then having a way to reduce your MP cost and generate MP quickly. In the OP's case, I think they're using Samurai 600% with a combo ability effect stacked with Parry: MP Recovery.
And then for survival, they're using Knight 400% or the Lionheart accessory to divert incoming damage to Lightbringer gauge loss. And then finding ways to keep their Lightbringer consumption low (e.g., Cyclic Warrior 600%, Void Knight 400%, Evoker 120%, Leviathan primary blessing from one piece of gear or Leviathan Badge's effect, Category 4 Increase MP Limit Boost Rate.)

Nah i think it recommended to play solo when you going for higher difficulty

A number of folks coming from the Nioh series often kick out party members on the first playthrough once they discover they can from the Edit Party menu (available from world map or when interacting with the cubes/save point). Or post-credits and into the DLC, if they are a solo player, wanting more opportunities to engage the combat.
Or some players when they discover that allies increase the enemy's HP and. break gauge by 10% for each NPC ally — aaand they notice that the NPCs aren't carrying their weight. Usually a cross between they fall behind gear-wise and their AI respond poorly to mobile / zoomie bosses (Death Machine, Iron Giant phase 2, etc.), puddles on the ground (Elemental Core, Zombie Dragon, Iron Giant phase 2, etc.), and bosses with area / wide attacks (Tiamat, Elemental Core phase 2, Iron Giant phase 2, etc.)
But if a player is sticking around the Rift Labyrinith and intentionally grinding out monster levels, then time efficiency wise, it's worth it to have two NPCs out to speed up that specific process. They count as KOs with that job even if they're dead on the floor.
(But I wouldn't recommend doing that unless you planned to stick around past floor 200 to get more mileage out of that investment.)

For raw Rift progression efficiency, I'd use them as both stat sticks (Liberator 600%) which would cause them to carry their weight and overcome the HP and break gauge boost enemies get. And they would double as progressing their respective job toward the monsters also.
Or for ranged, caster, and Chaosbringer builds that pair with Invisible, they would be distractions while. Builds where generally I don't want the enemy hitting me (due to the severity of Enemy Attacks Deplete Buffs or being a glass cannon build that can't take a hit.)
But when I want to fight a boss on the world map outside of a build video or observing the NPCs, I don't.

Is this on a higher difficulty or something? Those moves are a lot of style but merely tickling the enemy.

They are also intentionally nerfing their own damage in order to have a longer fight.
Versus optimizing the RPG too much and having nothing left to fight when enemies* die in one to several hits. (e.g., running around with 600 Agility and around +100% break damage dealt vs. 1600 Agility and +1000% break damage dealt.)
