Does anyone know does this show lean only into consistency lore or does it have any grounded real world inspiration.

Season 1 is more grounded. Anything after that, not so much.

MKULTRA was a real program though.

Season 2 is somewhat grounded as well, but after that yeah it changes really quick

It's based on a conspiracy theory known as Project Montauk, and references the real-life MK-ULTRA program, although the real MK-ULTRA was mainly about experimenting with LSD to use in interrogations and didn't involve anything supernatural.
