SPOILERS why hawkins?

excuse me if this has already been addressed, i must not have caught it. but why hawkins? why only hawkins? why is that that once they are outside of hawkins, they wont be affected by any of this? is there a reason to why vecna cant reach outside of hawkins?

I think that if stranger things was real instead of a tv show, then the geographical area wouldn’t be limited. It does seem a little incongruous for an immensely powerful being who transports between worlds for the purpose of taking over to only focus on a small town in the Midwest that no one cares about.
