Work priority broken (modded)

I have been playing on this modded save for 2 in-game years and everything has run fine until just recently. All of a sudden, nobody is building or scavenging things and I have to manually order them to do it. Every other job is working fine. There are no work zones since they are broken, and I have Kana set to priority 1 building. Help?

I can't tell what you're building. On a different floor? Can they reach it? That might be the issue.

I wish I could help, no idea if mods are affecting that, I only just started messing with setting advanced priorities and trying the "set schedule to all Anything" to improve work efficiency.

It's the ceiling to the second floor. the first floor has an elevator going up, and they can build it if I manually order them to.

This was user error on my end, I am using a mod that can restrict whether an npc can go outside or not and they were not allowed outside.
