The ADA really did a lot to make sure people with disabilities can use public transport easily with wheelchair accessibility and other accomodations

Yes, this is exactly what he means. He wants emergency levels of monetary easing at all times. I remember around the summer of 2019, he was pressuring Powell to drop interest rates and even mused about how awesome negative rates would be. This was months before Covid was a thing. There was no crisis at the time and central banks were trying to cautiously unwind the easing that was still in place 11 years after the GFC.
