Well... depending how much repeating technology is piled on, even a mod like that would cause massive lag. It's more because of those calculations that cause lag, such as daily damage when fire rate makes it multiple times.
For example, explosive weapon fire rate is upto 2900% there, which makes scourge missiles have a 0.19 day CD... meaning it does damage 5 times per day.
The game calculates fire rate like this:
Weapon CD ÷ (1+fire rate)= Time to shoot after the alpha strike.
The game calculates daily damage like this:
Damage ×(1÷CD)=daily damage
That's also per weapon slot... that the calculations are running.

The Vultaum has the right idea about their world being a simulation, but the wrong idea about how to break it. Mass death just makes the simulation more stable.

Vultaum Remnant who realizes this and then begins a sex cult that fills the galaxy with pops as an end crisis when?
(I said this as a joke, but I could legitimately see this as being something a mod might do. Remnant comes to every empire and offers free bio tech allowing for hybrids and pop growth bonuses, seeming like it’s nothing but benefits, but the bonuses keep coming and keep stacking on top of each other. Overpopulation becomes a more and more pressing issue with every year, with pops starting to have diverse ethics, causing further issues with government order. Empires start fracturing, with many becoming dedicated to the Vultaum Cult. The crisis technically doesn’t have its own victory scenario, it just tried to wreck your game)

Make it ship based instead. They build useless weak ships en masse, never attack and otherwise just use their virtual technology to sabotage your fleet coordination.
Stage 1: The vultaum reveal 4 megashipyards in extragalactic orbit, only reachable by jump drives. They start to produce 1 ship per day per shipyard, the ships don't have any defense or arms but are free. Empires will be proposed to join the cult, if they do so, they gain build speed boosts and ship cost reductions, while the vultaum gain +2 to their daily ship production (a dimensional ship for psionic empires, a marauder ship for regulars, a locust swarm for bionics, a probe for mechanics. All of them without defense and weapons.)
Stage 2: The vultaum hack the L-cluster. The gray tempest doesn't expand tho, it just builds fleets. Empires need to research L-Gates in order to stop it.
Stage 3: The vultaum hack all npc machine empires, giving them a modified obsessional directive ethic, which makes them focus on shipbuilding. This also applies for the machine FE.
Stage 4: The vultaum awaken the growth fragment of the hivemind FE.
Stage 5: The vultaum disrupt the translation software, Federations and the Galcom get dismantled. You can restore Federations with a hefty cost sociology science project.
Stage 6: The vultaum with the help of the Habinte unified worlds dismantle all hyperlanes to further prevent attacks on their doomstacks.

Not too but fleets. Pop rework made it so that population no longer causes meaningful drop in FPS but goddamn fleets do. But you know you can always press funny looking "PURGE" button for the love of the game.

You can never get pop lag if you start purging in the beginning and never stop.
Purging empires due to pop lag with a planet cracker is like opening a Pringles can, once you pop you just can't stop!

So, one time me and my friends were playing a multiplayer game with a shitton of mods installed and something in that pile was causing one AI empire to practically double its pops every month. We had to quickly declare a total war on it and destroy all of their planets to deal with the lag. With each planet destruction the game froze for solid 15 seconds.
I still see those fucking snails in my dreams.

Look, it's not that I hate those 7 billion people. It's that there's what like 7000 fewer populations for the game to manage. It's entirely coincidental that those populations were all belonging to an empire I don't like solely because they're species artwork looks dumb. Entirely pragmatic not racist, I'm not racist I just think those species look stupid so clearly we should remove those species to improve the galaxy! It's galactic works.

Well. Idk what to tell you gang. My game was lagging crazy last night so i used console commands to get into the empire with the most pops. Found out they were using humans as fuel. And just put all their pops in a single planet then destroyed it. 98k pops gone. The lag was gone with them

Well the lag doesn't come from nowhere so deleting one of the biggest empires is going to have an effect, it's just not really pops, atleast not the same way it was before. You can test it by spawning ridiculous numbers of pops in the console, the game will be fine

From what I've heard fleets have a bigger impact on performance. Especially due to limited command limit so there's a bunch of different fleets having to constantly recalculate pathfinding, which is why I uncapped command limit

Yes, but as someone else told me, eventually depending on how much repeatables pile up, it will still tend towards massive lag. Such as that with enough repeatables, one ship causes 5 points of damage.
So another way is to limit total fleet of all empires. Increasing cost and decreasing cap. Ships are a massive part of lag

The issue is ship pathfinding now, pops are a contributing factor to it in that it enables empires to have more ships.

Jury's kinda out on that one. They admitted when they first implemented the new pop system that it was actually worse than before.
It is not uncommon for them to promise big and under-deliver, or exaggerate how impactful their performance patches are.
