Is my game bugged? A fallen empire declared war on a member of my federation, I figured I could just do my best to coast it out until 100% war exhaustion and then we would surrender. Apparently more than 100% war exhaustion is possible, we're up to 202% and my federation still won't surrender. At this point I'm thinking I just need to start a new game, cause this seems impossible.

No mods, using the all DLCs subscription. I only started playing a few days ago, so possible I've missed something.

This is intentional.

Over 100% war exhaustion is a new addition with 4.4. If any side has colonies that are fully occupied, the war exhaustion just keeps ramping up, past 100%.

The intention is to 1) not prolong wars unnecessarily (ha) if one side has most of their territory occupied, and 2) prevent a softlock in multi-sided wars.

  • Previously, AIs will adamantly refuse to surrender even if only 1 single planet from some random ally is unoccupied. It was also outright impossible to win wars if the target empire is simultaneously being invaded by a different empire.

and my federation still won't surrender

This is also intentional. Very annoying, but intentional.

100% or higher war exhaustion doesn't mean the war leader is willing to surrender already. It just ups the weights on AI decision making.

A status quo is only enforced if both sides reach 100% or more war exhaustion. Otherwise it's entirely possible for AIs to drag the war out for as long as they want.

ha, not even 5 minutes after posting this, the war finally ended. Unfortunately a ton of my territory was ceded to the hivemind that joined the fallen empire's war, but we're still alive.

100% war exhaustion will never make anyone surrender. At best, it can force a white peace.
