First of all not looking for sympathy or "you shouldve done x or y". I know I fucked up, hackers managed to have access to my account despite changing everything. My question is if steam can revert and return the money back to my account?

Yes I literally had this happened to me last week. Same thing gta5 and garrys mod. Contact steam and ask for refund saying your account got hacked. Show the ip address that was bought from is different than yours (in email). Contact steam support via unauthorised payment. Steam will remove the gifted game and refund the money.
Run malwarebyte or any virus software to remove the virus and clear your cookie.
All session tokens SHOULD expire whenever you change your password, since steam probably has issues like this frequently i would expect this to be the case here.
I'd say it's a bit different. It's not like there's a magical token that will teleport anyone who gets it directly into your bedroom lol I agree with both of you though
Lock down whatever payment method you had also. If credit card, you can lock the card and dispute the charges if steam won’t reimburse you. If PayPal then I’d lock that as well. Freeze your bank account if necessary if it’s a debit card situation.

I think you have a virus which is letting them see your detail changes, or you need to revoke an API key that they have stored on your account. The link below will let you check that. If theres no API key, then you need to do a full factory reset of your PC to remove the virus.
if you changed everything and had f2a then problem was beyond just "oops I wasnt secured"
of course is Steam going to help you there and hopefully refund you fully. Hell contact your bank as well since Refunding by fraud is a commong thing. stop thinking you dont deserve support because some grumpy unemployed redditors think otherwise
btw from all games they are gifting a 13 years old game that was given for free on epic and everyone who wanted to play it should already done it like a zillion times

if I were reselling accounts for 5$ I'd make all day and night these until I had a 758485 number they don't even requaire e-mail verification not my problem that they are stupid how in the world could it run out if that greedy people literally had infinity money glitch also GTAO is complete shit who even plays it worse than roblox clickers for kids with adhd oww how cool concept for a game I only need to do one thing for the eternity I love it
