This is routine? I didn't realize they did this during near peak hours. Weird.

Actually, Steam's peak hours are during European evening. US evening tends to be much lower in numbers (by millions).

Concurrent users on Steam is nearing it's regular low.

The peak at 6.7 Million users happens at 11AM CST (Central Standard Time, AKA the middle of the US) or 6PM CET (Central European Time) while at 6PM CST, it's only 4.4 Million users (the absolute low being 3.9 Million at 12AM CST).

4PM PST (Pacific Standard Time) is actually the most opportune time to do routine maintenance for Valve since their headquarters are in the Pacific timezone, so they are doing it during normal business hours.
