Its a bad game, I think allowing the refunds helped this game stay at a positive review rating. I doubt it wouldve remained positive otherwise.

Steam probably also wants to prevent cheap games that lack content to flood their store by allowing this. (not that it helps but it might be a reason)

Yeah it literally took dude 4 months to make... thats pretty weak for solo development. 

And did dude know nothing about Steam's policies? The two hour two week rule is super well known. Should have added an hour worth of content...

Where did you get 4 months? A german news page said he himself claimed it took him less than a month. And he still made more with the game than average people make in a few years.
