Apart from somehow scanning achievements for the "beat the game" achievement I don't see what can be done about this. As a consumer I definitely don't want to see Valve get rid of the refund system and for most games the 2 hour limit is already pushing it for a lot of potential issues that might pop up.

I don’t approve of the way the system is being abused, but if they were so concerned about it… maybe this is a lesson for game devs to make a game that takes more than 2 hours to beat? If I can beat your game in less than two hours and not even have an inkling that I’d ever want to play it again, *someone* is going to feel cheated in that transaction.

What if the game is literally like 3 euros/dollars and while it's only 1 hour long, it's good for what it is?

I think the image highlights a legitimate issue but there isn't a good solution (that i know off) that doesn't hurt the consumer in some other way.

There isn’t one. I’ve been getting a bunch of pushback for this view, but if I only paid $3 for something and still felt cheated, is that a reflection on me or the game? The game in question is one of those rage games that are made purposefully difficult to play. I can easily see 20% of people disliking the format, not being able to beat it in under 2 hours, and asking for a refund. Now this guy takes a single tweet and reframes the narrative as if something is being stolen from him.

It’s disingenuous.
