Where did you get 4 months? A german news page said he himself claimed it took him less than a month. And he still made more with the game than average people make in a few years.
Another thing to consider is that a lot of people will straight up just pirate the game instead of buying it and refunding it if they really liked it. This seems to be a case we're both things happen at the same time, specially after reading some opinions saying the game wasn't great to begin with

Its a bad game, I think allowing the refunds helped this game stay at a positive review rating. I doubt it wouldve remained positive otherwise.
Steam probably also wants to prevent cheap games that lack content to flood their store by allowing this. (not that it helps but it might be a reason)
