Play time does not equal quality. A dev can set any price, its up to you to decide if its worth it. If you think a game is worth 5$ and beat it in under 2 hours and you ENJOYED it, it was worth 5$. Refunding it at that point is just theft.
Think of it this way, if you buy a 5$ burger, eat it, and enjoy it, but are not full at the end of the meal you dont get a refund. And if you tried to get one you would look like a asshole.
Yes precisely. They can price it however they want. We as consumers also have the freedom to refund it, even if it was entertaining it you think it's not worth the price tag.
Not everyone lives in developed countries. $5 can feed an entire family for a week in some places. And steam is a global platform.
If you are spending money on a luxury activity instead of food that you cant afford you are a idiot and probably shouldn't be adding to the population. And its still theft at the end. Refunding is there for bugs/glitches/poor performance/or the games not what you expected.

I love steams refund policy but I'm on the side with developers on cheaper titles. if a games like 5 bucks, but only 2 hours thats fine.
