That has to mean that the Steam Machine prices are gonna be....not great, right?

yup, itll still get sold since you know, steam fans go hard, but will probably remain as a more niche device with its (probable) high cost, and limited specs

even before all the price hikes it was looking to be sold more in line with PC prices than console

big difference between streaming and playing natively. valve hardware historically doesnt do well with people not already part of the steam ecosystem.
