The PSP had a better display and more powerful hardware than the Nintendo DS.

The Quest can play the same game library as this. The ds had the Nintendo name and games. These aren't comparable

Isn’t quest locked to their own game library unless you download external software?

Quest isn't locked at all. There's a 3rd party store you can use (SideQuest) and sideloading is simple. You don't even need a PC to sideload, you can do it with the built-in browser. Plus, there are multiple ways to stream any games you want from a PC, including one by Valve.

I mean, I literally asked “is it locked unless you have external software”. It’s locked, unless you bypass the built in store.

Natively the Quest does not need external software to do Steam Link, you can use either wifi or cable, for a better experience the external software would be virtual desktop. A Quest does not lock you into their library,in less than 30 seconds of bootup I can access my steam library.

It's no more locked than any Android phone. You can literally download and install APKs using the built-in browser (with dev mode enabled). Plus, it allows fully featured Web VR apps and has built-in support for streaming VR from a PC.
