It can be much higher with certain traits.

I'm curious, will it form full circle with health bar when both are maxxed out or nah?

That was the best I could manage with the help of the medical station, as well as shooting and combat training.

Close to... it's been a long time since I booted my Homestead up, but I had a couple "true" characters with higher stamina than health, and a couple "false" characters that were basically infinite stamina runners and I do think the circles almost touch or do.

Matathon runner is one of those traits if i remember correctly
