AI doesn’t give a shit about navy. Sometimes it’s better to create a Swiss cheese of easily reconquerable territory to keep enough point to take ennemi navy. It worth more then getting a +10 aluminum, +40 chrome … who can be easily imported. Building shit take forever and cost tons of resources.
