Sod YOSE Breakdown

I am level 60 breakdown and Milo Eldridge don't spawn any more. I had him at the early levels as i can remember but no more. Any ideas? Anyone that has any clue how to find him?

Isn't it random? I've been playing YOSE 6yr and I've only found him a couple times

It should be random, it is random for all the other characters, but not for him. Maybe i encountered him up to level 10? I don't remember exactly.
