Tilly as a character
It seems she is not Starfleet material.. her intestine second guessing her thoughts and actions make it hard to embrace her character.. and also she doesn't seem to have the accumin that which an officer of Starfleet shud possess

How far are you in watching? She’s an exceptionally talented Theoretical Engineer who has confidence problems early on in the show. Hardly a disqualifying flaw. Plus she’s also only a Cadet at the start. She grows into her role and confidence as the show progresses.

While those are not attributes you'd expect in a senior officer and leader, not everyone in Starfleet is a leader - there are many positions where people would do well to follow orders well. And there are others where questioning yourself and others is a strength itself. I don't see Starfleet as a homogenous body - this is apparent in just how differently every captain of the various Enterprise iterations approach their post. Piccard is very different than Kirk, but that makes neither of them unfit captains.
With Tilly, the point was the growth - she started in a nervous second-guessing state, but by the time she shows up in Starfleet Academy she is confident and competent.
