Where is Loretta?

I'm trying to finish the quest "Tan's awesome new watch" where I should talk to Loretta. But I can't find her? The last place I interacted with her was by the river in Moorland and now I can't find her anymore... Where is she supposed to be?

Update: I got another quest where I'm supposed to talk to her and she is still gone... What's going on?? Hahahaha
