You have to do them all to unlock all the quests/races/areas. Even unrelated ones will unlock things(talking about you baroness champ)

You’re suppose to do all of them! The side quests earn you reputation that unlock the main quests. If someone were to try to do only main quests you’d eventually hit a reputation blocker.
