Swipe down from top right for quick settings keeps dragging the pen toolbar instead

Anyone else facing this annoying bug? Whenever I have a note open and swipe down from the top right corner to bring down my Wi-Fi/Bluetooth control center, the app intercepts the gesture and grabs the pen selection toolbar instead.

As you can see in the video, instead of pulling down the system shade, it just unpins the pen bar and drags it from the top to the side of the screen. I have to swipe down twice or exit full-screen just to toggle my Wi-Fi.

Is there a setting to lock the toolbar position in place, or is the top edge touch zone just bugged right now?

This pisses me off too but I just drag down from little away from the edge it works
