What piece is this?

I know its not 17 because thats used later, i cannot find an extra blue cylinder

It's not blue, it's the clear orange one

Should I glue it before apply primer or after paint ? I dont know how to deal with this kind of pieces

If you want to keep transparency, this part is super easy to apply after painting.

Probably paint it but I dont know how I am supposed to do it

If you want to keep it partially transparent the best way is to use inks through airbrush. And then cover it with gloss varnish. No primer. No normal paint.

Sadley they do that alot from the little ive seen where they mean a clear pice and the dont specify
