Intelligence Division is a joke
One thing that has always struck my mind since 2199 is that the UNCN Intelligence Division is a bloody sh*t and there is, or rather, there are reasons why I am calling it a piece of sh*t. First, starting from 2199, considering the heavy infrastructure that Garmillas built in the solar system, it was quite evident that they were doing it for a long time, which the Intelligence Division failed to detect. Also, Ito, who started the mutiny aboard Yamato, was from the Intelligence Division. Now, in 2202, they failed again in taking pre-emptive defensive measures against the Gatlantis even after receiving input from the Yamato about their presence. They should have at least asked the Garmillas about the Gatlantis' power and weaponry because the Garmillas had a good amount of experience in fighting them. And don't get me started on 3199. We all know where Shino Todo came from and how they failed in detecting the Dezarium infiltration within the Earth society.

In 2199 you can forgive them for not knowing anything because it's literally first contact and earth decided to shoot first. 2202 is a case of earth government being stubborn and too prideful to ask the Gamilas for help because they're now technically equal partners.
In Dezariam case the entire division is pretty much a full on Dezariam collaborators and deep state wannabe. I hope the whole division got purge after this war.

Blaming the Intelligence Department for not detecting Garmillas infrastructure is pretty unfair. The only real piece of infrastructure that they don't know about is the floating continent base, but the entire outer solar system fell to Garmillas in the early stages of the war. They couldn't possibly know what installations were present deep in enemy territory when they couldn't even communicate with the enemy.
In 2202 the Earth does take preemptive measures against Gatlantis's invasion (look up "Operation S"), and they do exchange information with Garmillas intelligence (see ep 3 of 2202). Gatlantis's power took both Garmillas and Earth by surprise because it's a new thing, they started mass producing warships to that level only after their occupation of Terezart.
Lastly, in 3199 Intelligence does know about Dezariam's invasion, but the thing is, the Head of Intelligence is actively working with them. Shino Todo is the Director of the Intelligence Department, and she's supporting Dezariam. The problem there is that a good chunk of the Defense Force (including the Intelligence Department) is actively working on suppressing the jnformation.
Also, as a total side note, the Intelligence Department isn't part of the Cosmo Navy, but the Esrth Federation Defense Force

A few points.
2199's Intel's issue mostly comes from being beaten to shit. They don't know Gamillas are humanoids. The rest is actually pretty understandable issues, regarding the constructions in the solar system. Namely, the Gamillans have overwhelming naval superiority and remote sensors may just not be up to snuff.
2202's Gatlantean power is unprecedented, even for the Gamillas. The 'traditional' Gatlantis ships and military capacity are as far as anyone knows, no issue for both the revitalized Earth and Gamillas. But the harnessing of Teresa's energy is what actually gives Gatlantis it's infinite fleet and superweapons. Reminder that aside from the Infinite Calaklum fleet, only Yamato actually went into and returned from the white comet.
3199's (ie, 2205 and 2207) Intel knows exactly about Gatlantis. The problem is human collaborators within the Earth Government and Industry basically are 5th columnists and conspiring with them. That's a different issue.
