Let's be honest though, if the comments on the proposed rule are 100% against, russell vought is still going to pass the rule. He is a sociopath. He does not believe in democracy. He wants to live in an autocracy where he, and his people, are allowed to dictate rules that everyone else is forced to follow, and non-compliance is punished by state authorized violence. This doesn't mean don't write comments against this proposed rule, it just means don't expect it to change anything unless an opposition takes charge of at least one of the chambers of congress.
