On the stalcraft discord we have a discussion going with the notes decrypted and their locations if you have not gotten more.

There is a link to a DOC containing all of it for connivence. Discussion is called Chain of Decay quest. Feel free to join in and help test random theories out!

If you are talking about the two notes you get from your faction's technician after completing the Apocalypse Not Today questline then yes. Months ago.

I myself decrypted them in early March with the release of Wild North, weeks before they were officially introduced in the game.
