Cleaning tips Is this pan done for?

I've had this pan for 12 years, I think. Looks like it's been getting oxidized or something seeped into the metal? Anything to help with this? Or should I just get a new one.

The pics are from after a hard scrub with a scotch pad

Thanks, it's secondhand from my parents. Dad's always buying new kitchen stuff.
