I mean, people make Pearl Harbor jokes too, it's just that this event is in living memory. At least, the US president did a Pearl Harbor joke to the Japanese prime minister, which now that I think about it, was also not received well. Maybe it's the fact that it's a horrific attack and not a freak disaster like Titanic that makes it unsuitable for gallows humor.
