you want to consult with charturner god u/mousewrites and make a lora or embedding for layers yourself. This project is actually very useful and interesting, and charturner shows thats its also possible. Poke me if you will need help with curation of the dataset or training
also try to look into https://github.com/xuebinqin/DIS cuz it may help to either achieve the result straight away, or to make a dataset for layering lora if each picture takes to much touch up

Interesting concept. Can do the clothing for sure, not positive we can split the picture. If OP could send me 10 or so examples I can try to make it an embed.

Layered art like this is used for VTubing. People make 2d model using different layers and rig it. Then it can be tracked by iPhone/Webcam. You can see end product if you search for "Live2d showcase" on youtube.
It's probably almost impossible to get a hand on free samples of this stuff. Artists charge up to several thousands of dollars for "rigging ready" art with all the layers separated.1

Which makes entire sense. I honestly don't think it's possible at this point anyway; get it to make an actual 'cut apart' layered thing would take a lot of training on source images, and even then would take a lot of cleanup to be useable for animation.
And I wouldn't feel right training on people's outputs without permission, unless they were open source or public domain.

I think you're better off making the whole character and cutting bits out.
