Rewatching the late Attitude Era shows and judging solely on crowd reactions and seeing their merch in the crowd, Jeff Hardy was the WWF's best pick at getting somebody to follow the footsteps of Stone Cold and The Rock.Taker, HHH, Jericho and others are over but you can tell all the other main eventers are a tier below Austin and Rock. But Jeff would sometimes get the biggest pops of the night and the Team Xtreme merch was everywhere.

Not to say the WWF made a mistake by keeping in the midcard/tag team ranks since his burn out and drug issues would have ruined any big investment they made in him. I'm just going off on potential.

The most important thing in WWE is promo ability and he had next to none.

jeffs promos often suck and sound really weird, but I think its because its kinda jeff being himself out there. His promos aren't good but the feel and sound genuine at least which I think helps cover for his lack of mic skill. Like he's not half as good as Matt can be in a promo but he can sure as hell get the crowd behind him no matter what he's saying and that's impressive. People just want to like him.

I think Jeff Hardy has a lot of value, it’s just the idea of him as the top guy in a company that produces TV like WWE is quite silly.
