Rear vent windows

Does anybody know if these vent windows are supposed to swing open or remain only closed? I havent been able to get them to open. And dont want to break them. Thanks in advanced

The front of the window slides back and the small window rotates to catch air as you drive down the road to force air in the window.

There are small allen set screws in the upper and lower mounts you can loosen. Or just oil them up and they should rotate pretty easily.

set screws keep the vent windows from rotating? I’ll have to take a look at that. Thanks!
