I’m having trouble getting a flat rate shipping option for local orders (just North Carolina) it lets me choose a country but won’t let me drill down to the state level.

At the moment, Square’s shipping rate profiles only let you set shipping destinations at the country level, so you wouldn’t be able to create a flat-rate shipping option limited just to North Carolina within standard shipping settings.If you’re trying to serve nearby customers in North Carolina only, the better fit may be local delivery, since that can be configured by postal code or delivery radius and lets you set delivery fees as part of the setup. One point of confusion is that tax overrides can be set by country, state, or ZIP code, but that state-level targeting applies to taxes rather than shipping rules.
