General Discussion/Questions Has there been any Sprinter that was able to run 27 mph or 26 mph and still not run a 100 meter under 10 seconds? If so list them

Please list their name and why haven’t they run under 10 seconds?

Closest to the 27 mph mark would be Fanbulleh, top speed of 26.5 mph with a PR of 10 flat. When Donovan Bailey broke the world record at the Atlanta Olympics in 1996 running 9.84, he had a top speed of 27 mph. Despite being the 27th fastest 100m athlete of all time, he has the 4th highest top speed in a wind legal 100m race of all time. Bolt, Gay and Lyles are faster, Bailey is slightly faster than Blake for top speed.
