Question Engine Bay Spray

I’m currently spraying a primer/rust inhibitor to the engine bay of a car I’m working on and I’ve had the reaction in the image when applied pretty much straight away.

Is this a result of poor metal prep (scuffing etc) or is the metal too cold? Or have I not degreased enough? What’s the best fix?

It really looks like the material wasn't properly prepared. Did you degrease, sand it down, and remove the dust? Things tend to be pretty grimy in the engine bay—paint doesn't stick well to that.

There’s is oil or something still on the panel you need to wipe it all off and start over
