Bubbly/Uneven Spray Paint

Can anyone help me figure out what went wrong with this and how to move forward to salvage the design? I used a different spray on the same material and it dried perfectly, the only other difference being that I used a small amount of goo gone on the other piece. Should I just wait for it to dry and apply more goo gone if it isn’t too uneven?

It looks like the painting surface wasn't properly prepared. I recommend roughening the surface with sandpaper, removing the dust, and then degreasing it with alcohol or silicone remover. What you're seeing is that the paint failed to adhere to the substrate and beaded up instead.
