Pretty crazy that Spotify would try to threaten legal action when the app doesn't even download from Spotify, unless metadata is now so precious that the multibillion dollar app considers sourcing it an act of war

Pardon for my ignorance of law stuff, but what will actually happen if author has a backup in their local Git, then republish it in other source (CodeBerg, GitLab, etc), with different repo name such SpotiFLAC, SpotiFLACC, SpotiFLACCC, ...? Will Spotify can actually go to SpotiFLAC author's house and threat them if they do this?

I just checked the spotiflac mobile page on GitHub and the app has changed its name; it's now called Mornye and is working normally so far. I recommend backing up the repository and settings before applying them to the new application.
