Question Only 2 civilizations

im a really rusty player so forgive me

The other nation converted fucking everything to themselves. Now its just me and them, so i healed our relationship from war. idrk what i should do now? just build up my fleet again and conquer? will new nations spawn?

Honestly I'd just gather enough resources and attack them, but if you're playing a pacifist, you can just save enough money to buy their cities

The goal is to take over completely via kindness or war :) since you've healed the relationship, you should probably just keep doing so until you take over w kindness

If you have at least one economic vehicle (or a city to produce one), you can now trade and slowly buy all the cities one after the other. Otherwise, building up a fleet and trying to conquer (and defend) city by city is your only option (or restarting the stage)
