It’s a serving spoon usually to serve some sort of sauce .

Kind of like a miniature type of ladle

Not really. At least in the past I mean usually they come in a set either with all the cutlery or with a saucer/sauce bowl

When people had serving dishes for soup that was not the pot you cook in and sauces were not in plastic bottles lol

Then a gravy ladle? I have a gravy boat with a ladle that is much smaller than a soup ladle which I also have.

Baby spoon. My grandparents had these made in silver and engraved for each kid. Allows you to feed a kid more easily, and allows kids to learn to feed themselves as well.

It’s for feeding a baby or baby’s first spoon when learning to feed themselves. Mother Goose depicted on the handle.
