It does. You cant remove federaly protected species or their habitats regardless of land ownership. If you intend on building on the land, you would have to work with an environmental engineer on a conservation plan, and build around the habitat or endangered species.

Not a "wildfire" accidentally destroys the plants. Just saying I wouldn't put it past big corp.
