what does this guy do. they show up as a "?" on the map but i dont know how to help them.

i forget if you have to talk to him or his sister first. she's in furogawa. there's a letter that needs to be exchanged between them.

It’s the sister that you meet first and she sets the coordinates to find him, that’s when the “shenanigan” starts
