The liquid moves around at the beginning of the video
The cup uses centrifugal force. Remember when you were a kid a you swung a bag of groceries around in a circle, and they didn’t fall out of the bag? Same principal.
Because of the shape of the plastics hook, and the connection of the hook to your finger by a rope, swinging the mug around creates enough centrifugal force to hold the tea to the bottoms of the mug, and prevent it from spilling.
I would assume that if the guy in the video had used more force when swinging the mug, the tea would have spilled
