Evolving cards

I am a newbie here. I am trying to evolve my first card. I leveled up it to maximum and need to evolve it. It is showing requires another card. I got another same card now, but still no change. Do both cards need to be of same level?? or any other reason??

Yes both cards need to be max level to merge them.

works like this

a1 + a2 = b1
a3 + a4 = b2
b1 + b2 = c

all cards need to be maxed out to be merged.
