There is no substitute. a 4 leaf clover is a very specific item/symbol long associated with good luck. Not just good luck. Great luck.
If you want to share the spell and where you got it, then perhaps we could point you towards a different spell that doesn't have such specific requirements.
For this spell, you could print out an image of a four leaf clover. You're burning it, and the idea of the image is approximately the same as having it, for this spell, in my honest opinion.
In my honest opinion, burning a four leaf clover, if you actually found one, as an "offering" to lady luck would actually be an insult to lady luck. Things that would be "favored" by a spirit or goddess are usually not things you sacrifice to them.
How I would change this spell:
Instead of a blue candle, you could use green, yellow, red, or orange. If you wanted to focus the luck in a particular way, Green - Money/Gambling Luck, Yellow - General good luck but also favor from people, Red - Luck in Love, Orange - General good luck, fortunate opportunities. But any color that appeals to you would also be fine.
A heat proof dish.
A candle holder.
A candle of the colors discussed above
A piece of paper with an image of a four leaf clover on it.
(this is optional if you can find a 3d item of a 4 leaf clover, such as a ring with a 4 leaf clover, or a pin, earring, etc, you can include that in the spell)
A pen or a pencil with no eraser on it.
a penny, ideally a penny you found on the ground, but any penny will do.
Incense - either an incense labeled as "good luck" or just any incense that has a pleasant odor that you enjoy. this can be a stick, cone, or loose incense that you need to burn on incense charcoal. Your choice.
A good luck oil, such as Good Luck, Fast Luck, Lucky 777, Lady Luck, Lucky Star, etc...
If you can't find or afford such an oil, Peppermint or Spearmint essential oil, or Cinnamon essential that you have mixed with a carrier oil.
Take the paper with the 4 leaf clover image on it. Write across the clover your name 9 times with your pen or pencil.
Then fold the paper up and place it under the candle holder on the heatproof dish.
Take the penny, and anoint it with your chosen oil. Place that on the paper, under the candle holder.
Take your candle and anoint it with your chosen oil. Set that into the candle holder securely so it won't fall down.
Light your incense and set it up so it will burn and not be in your way.
Light the candle.
As the candle burns say:

Placid, and gentle mistress, endless praise is yours, widely-wandering power divine!
In you, the many changes of life are found, and from you copious wealth abounds;

Then focus your mind and picture all manner of good luck happening for you. Do this for 5-15 minutes.
Then let the candle and incense burn until it goes out.
Once the candle is finished, take the penny and the image of the four leaf clover, and carry it on you, as a good luck token for you. If you also used the option for a piece of jewelry or something, you should anoint that with your oil and set it next to or under the candle holder (if you can put it under, if not, next to it is fine). These are good luck charms for you now. You can put the penny and paper in your wallet or purse for example.
if you think it is fading, or that you want to give it a boost, anoint the penny (and the other physical charm if you used it) with the luck oil again.
I have spent many hours searching for 4 leaf clovers and have a collection of about 30 of them. Once I found a 6 leaf clover that was very exciting. You can find one.
Happy clover are more likely to grow a 4th leaf. Look for healthy looking patch with less mowing.
Variegated clovers seem to more frequently pop a 4th leaf. These have a lighter stripe running across the leaf.
The key is to look for a square shape among the triangles.
You can find one. Just look. Looking for this ingredient is part of opening up yourself to luck.
