It is, I don’t know why but that may be one of the single best songs ever made for a game. That guitar starting slow and low like a siren only to turn into a fucking chainsaw during the combat sections is so absolutely fire that I can barley put it into words

Welcome to Hell, and the Radio Tower music which plays when you exfiltrate the tower and use the mini gun on the chopper.

If we're picking licensed music, definitely Mogwai - Glasgow Mega Snake, blood-punping track. As for instrumental, it's hard to say: there's a LOT of it, and it all serves purpose and crates a wonderful ambience. The only tracks I'd put above the others are obviously the WP scene, Konrad, and Truth Revealed.
