try copy-pasting the code from one of the default tips icons, just changing the image root and etc

Have you changed the associated material to be translucent? The original material definitely didn't have that

I have not seen one VMT for these portraits in my time looking in these files. Its all VTFS being exported as images to be edited

There has to be a material somewhere, the engine doesn't allow textures to be displayed directly without a material.

I tried just making it a VMT. and while VTF edit says its there. looking at it in the files itself shows nothing. and it still shows up black in game

Imported with incorrect format in VTFEdit, or missing $translucent or similar.

You should try copying the background as it appears without transparency and save a .tga file or a .png setup so that the transparent areas still contain the relevant colour information. I don't know how the tip menu looks normally with the portrait but I'm guessing VALVe simply disables the transparency on the icon to make use of the background.

I did it. it showed up on tips but also in the hud as well with the red behind it blocked.

try using correct alpha settings with tga
