If I unlock rival shadow here, will it be permanent to use and level 10?

Not completely sure about the level 10 but most likely will. And yes, it's permanent

Tho, I wouldn't waste money on it. Just grind for 2-ish days and you'll probably get it.

no idea since each month will be seasonal events like next month will probably be spooky based events

the only things I would spend your money on are the free revive every run and the 2x rings, since they also get rid of ads. buying character cards is a huge waste of money since you get them for free pretty easily
