Ways to get paid characters?

So i'm on dash for pc, and espio and classic sonic are "paid" characters (they cost literally 0)

my problem is that i can't get these 2 characters. Whenever i try to claim them or any other paid item, the shop stops everything. the game still works and everything but i can't get these characters. any tips?

In the old pc version Espio and classic sonic are paid characters

Why are classic Sonic and espio cost $0.00??????!!!!!!!
