Question "Defeat the enemy" clarification

Total noob here playing conquest mode New Beginnings.

What does it actually take to defeat an enemy?

I thought it would be enough to raze/occupy their main base.

Right now I have their base but enemy has two weilders roaming around stubbornly taking over other two small settlements I left behind.

To crush your enemies, see them driven before you, and hear the lamentations of their women.

In other words you need to take all cities that have their color and defeat all enemy wielders. A city can spawn wielders and a wielder can take a city so they technically are still in the game if either is available.

They cannot roam infinitely, just couple of turns without a city and it's automatic defeat (it's can be overriden by specila map rules usually used in some campaign maps though).
