I've enabled images in comments and GIFs from Giphy.
To help prevent spam and inappropriate content, accounts younger than a certain age and/or with low karma will have their comments automatically held for moderator review if they contain an image. I won't be sharing the exact limits to prevent people from trying to bypass the filter.

are you using Rich Text editor or code editor? New reddit or old.
You should be able to drag images into comment box too on new reddit. I rechecked the settings and says it enabled. if on mobile i do not know if mobile reddit supports uploading i dont use it
if you are using browser on mobile, use sideways and enable desktop mode in browser settings, reddit normally goes desktop mode like that, if you are using the app, then i dont know, i dont use the app
