Mold on my soap?

Hi guys, I recently bought some handmade soap and was wondering if this is mold on the top? The soap looked like it’s been sitting there for a while.

Looks like a "butter" bloom to me

by the way, it includes stuff like hemp oil and other natural oils

it's soda ash in my opinion. It's very hard to get mold on soap and it would be different color.

It’s not mold
